How to Check Pending Finance on a Used Car

If the seller still owes money on the car, the old lender’s hypothecation stays on the RC and the RTO will not transfer ownership. Check before paying anything.
How to check
- Vahan / ParivahanUse “Know your vehicle details” with the registration number — it shows whether the car is financed and the financier’s name.
- mParivahan appSame details on your phone, plus insurance and PUC validity.
- RCLook for “Hypothecated to” on the RC card or printout.
- e-challan portalCheck unpaid traffic fines against the registration number.
If there is a loan
- Ask the seller for the lender’s foreclosure statement.
- Best: let your lender pay the old lender directly out of the price, then the balance to the seller.
- Collect the old lender’s NOC and Form 35 before or at the time of transfer.
- Do not accept a promise to “send the NOC later”.
